MZBZ AD 2.20   Reglamentos de tránsito locales Local aerodrome regulations

1. Airport Regulations
 
At the Philip S.W. Goldson International airport a number of local regulations apply. These regulations can be obtained from the Air Traffic Services Reporting Office located on the first floor of the Airport Terminal Building. Regulations included, amongst others are the following:
 
  1. Information about taxing from aircraft stands including taxi clearance;
  2. Limitations in the operation of large aircraft including limitations in the use of the aircraft’s own power for taxing;
  3. Helicopter operations;
  4. Engine start-up and use of Auxiliary Power Units;
  5. Fuel spillage
 
When a local regulation is of importance for the safe operation of aircraft on the apron, the information will be given to each aircraft by Aerodrome/Ground Control.
 
2. Taxing to and from stands
 
Arriving aircraft will be allotted a stand number by Aerodrome/Ground Control. General aviation aircraft will have to use the western side of the terminal (the Light Aircraft Parking Area - LAPA).
 
Departing flights shall contact the TWR to obtain startup taxiing and ATC clearance before push back and/or taxiing. Requests for ATC clearance may take place at the earliest 10 minutes prior to engine start-up. Frequency 121.9/118.0 MHz, Goldson GND/TWR frequency is to be used with ATC. Departing aircraft shall obtain push-back clearance and taxi instruction from Goldson Ground, 121.9 MHz, unless other wise instructed.
 
3. Parking area for small aircraft (General aviation)
 
General aviation aircraft shall utilize the Eastern section of the Apron . ATC will issue parking instructions.
 
4. Parking area for helicopters
 
There is no clearly demarcated area for helicopters at the Philip S. W. Goldson International Airport; however, helicopters are normally parked on the North side of the Eastern section of the apron . There is no marshalling available.
 
5. Apron – taxing during winter conditions
 
NOT APPLICABLE
 
6. Taxiing - limitations
 
Insufficient safety distances restrict the operation to specifc categories of aircraft.
 
7. School and training flights – technical test flights – use of runway
 
School and training flights will only be done if prior permission is received from the Director of Civil Aviation. The Air Traffic Control Unit will be responsible to dictate the time frame.
 
For school and training flights and such technical test flights necessary for the purpose of ascertaining the airworthiness of an aircraft during flight, these exercises can only be carried out at a specific time frame to be determined by the Air Traffic Control Unit.
 
8. Helicopter traffic - limitation
 
Non-scheduled private air traffic with heliports is permitted only after approval form the responsable authorities. Any request for approval of traffic shall contain the following information:
 
  1. Owner/operator
  2. Type of helicopter, registration/call sign
  3. Date, arrival time/departure time, destination(s).
 
Furthermore, other details relevant to the evaluation of the request shall be given as required.
 
9. Removal of disabled aircraft from runways
 
When an aircraft is wrecked on a runway, it is the duty of the owner or user of such aircraft to have it removed as soon as possible. If a wrecked aircraft is not removed from the runway as quickly as possible by the owner or user, the aircraft will be removed by the aerodrome authority at the owner’s expense. In all cases the Belize Airport Concession Company Limited will be on hand to assist. Approval to penetrate active areas will be given by Aerodrome/Ground Control.

General
 
IFR and VFR traffic will be handled as per the airspace classifications for all aircraft within the Belize TMA and CTR. Aircraft are therefore expected to comply with Belize Approach and Aerodrome Control instructions at all times.
 
Radar procedures within the Belize TMA/CTR
 
Goldson Approach radar provides the following Radar Control Services in Belize TMA as follows:
 
  1. radar separation of arriving, departing and enroute traffic;
  2. maintain radar monitoring of arriving, departing and enroute traffic to provide information on any significant deviation from the terms of their air traffic control clearances including their normal flight path;
  3. radar vectoring of arriving traffic to a point from which a visual approach can be completed or requested due to meteorological condition or other factor;
  4. assistance to aircraft in emergency,
  5. warnings and position information on other aircraft considered to constitute a hazard;
  6. information to assist aircraft in their navigation , eg: to or from a radio navigation aid, away from or around areas of adverse weather.
  7. provide radar flight information service to VFR flights
 
Communication failure
 
In the event of communication failure, the pilot shall act in accordance with the communication failure procedures in ICAO Annex 2.
 
Procedures for arrivals and departures
 
In order to maintain the highest possible flight safety aspects at the Philip S. W. Goldson International Airport, the following procedures will continue to be adopted when the Belize Air Traffic Control Unit issues take off clearances:
 
1. Departure of aircraft on Visual Flight Rules (VFR)
 
Departing VFR aircraft shall be required to make turns after they have:
 
      a. crossed the end of the active runway; AND
      b. reached/crossed an altitude of 500 feet or higher on aerodrome QNH before turning on course.
 
2. Aircraft departing on instrument flight rules (IFR)
 
All departing IFR aircraft shall be required to:
 
      a. Maintain runway heading; AND
      b. crosses a mínimum altitude of 1,000 feet or higher on aerodrome QNH before turning on course.
 
3. Right turns must be requested by pilots and approved by Air Traffic Control.

Bird concentrations in the vicinity of the Airport
 
No set hours are available when there are some activities by birds. Due to a river and marshland on the western end of the runway there are cases when birds are seen to be flying at low levels. The noise of aircraft however, tends to disperse them quickly.
 
Aerodrome Control as far as practicable, will inform aircraft operators when bird activity is seen on the approach phases of flights.
